The processing plants here wouldn't bother with them either as they were too much work for the net return. Oddly draft horses were never graded as #1's either because the cuts were too large to fit well in the packing crates. So they were not sought after as one might think.
The meat market overseas must be a very, very, different market than what it is here.

I work it out that 140cm is 55.1181102362 inches, divided by 4 is 13.779527, which make it approx 13.3hh (given that hands are divided by units of 4). So the minimum height at inspections at 3yo must now be 13.3hh and there is no maximum height given that the horse is still of 'good conformation' - I have seen some which I feel are just too tall and have distinct weaknesses and personally I feel 13.2-14.2hh was perfect.
Also, just on the note about culling - this is already done in Austria at the inspection at 6 months, when the best are kept to grow on and the ones that don't make the grade are sent for foal meat. There are various charities, such as one in Germany, who aim to offer to act as middlemen for these foals and find them real homes, rather than through the auctions for meat. It is a side of the breeding programme that I find disturbing.
