Pippin is 14h and has been jumping around at 3'3 and winning Jumper shows. He's showing Training level Eventing and will start showing 3'6 at Jump shows as of next weekend. Ches has jumped him up to 4'6 over one single fence.
How tall they are does factor in to how tall they can jump but more than anything it is their natural ability to jump. Horses have to have GOOD conformation, good strong angles in the hindquarters with a strong loin, and a good landing gear (shoulder and front legs). Some horses just don't have what it takes to be a GREAT jumper conformationally no matter how much they may enjoy it. Doesn't mean they can't do the lower level stuff but it is not fair to push a horse with conformational flaws to do more than they can, if nothing else its dangerous and you will end up with injuries to the horse if not yourself.
All that being said a 16h horse that is meant to jump will be able to jump higher than a 14h pony that is meant to jump. So if you want a Grand Prix Jumper or upper level Eventer a Haflinger is not your breed they will never be able to do those things. And if someone ever breeds one that can it wont be a Haflinger in my eyes.
