We use a sheepskin half pad with a regular pad underneath to keep it clean. It keeps the saddle fitting nicely year round, as it has inserts to add or take out depending on what your horse needs. I have a horse who falls out of muscle in the shoulders if not worked regularly, so I am always having to fiddle with fit on him. (not a Haflinger)
Here is the pad I have if you want to consider it;

I know there are less expensive alternatives to this brand, but I have found that often times when buying tack or equipment, you are better off investing in a well made product. I have washed mine around 10 times since buying it over 5 years ago. It still looks great. Also, a good way to fluff up compressed wool is to use a slicker brush (like what you use on dogs).
