Hey Marilyn,
omg i hate when they do that! one reason I don't like pipe corral. lol. I do have one pen that is pipe but it is 6 rail and too narrow for horses (unless they are foals) to get their heads through.
Otherwise all my fences have hotwire on them...they stay away from the fence then. Try that. or just put up not climb fencing on the outside of the whole panel. That will solve the problem also. Good luck.
Stinking horses don't care what they look like but their humans sure do! lol
