Now, there is a pretty good chance he is not going to be happy about it, so he may try pulling it off. That's why I think it needs to be pretty well secured. Check daily!
Another thought is to attach wooden lattice panels to the outside of the metal panels.
How about getting some smaller diameter PVC pipes and putting a slit down them lengthwise so that you can slip it over the top of the aluminum pipes.
How about wrapping the pipes with vet wrap? Don't use a color though, or he will have a mane of that color.
I have a friend who had a similar problem with the dividers in her horse trailer. The horses would end up with big grey rubs on their beautiful golden bodies whenever she had to haul. She made fabric covers for her dividers, and that worked really well. It also looked "designer".
You could always make him wear a mane cover/hood. Not a great idea out in the pasture, but in a pen or stall, it works.
