I think the registry should revise its rules to allow horses produced by registered but underage or un-licensed parents into the registry during an "amnesty" period (so folks are encouraged to keep breeding this way), for an additional fee and any studs/mares would have to be DNA tested once they get their new status.
Then, the registry should think about the idea of an "Appendix" to the Registry. My husband belongs to the Belted Galloway Society, beef cattle which have the white belt around the middle. If a calf is born from properly registered parents but the belt doesn't go over the spine by at least an inch, they can only be registered in the Appendix. Obviously this is a color breed issue, but it could be tweeked for the Haflinger breed.
Let the Appendix consist of those horses that can't be proven to be out of reg. stock, but look like Haflingers (grade). Let any proven Half-Haflinger join the Appendix (again for a fee.) Bring in all those people, including the Spotted folks and Haflinger mule owners!
At the same time, if the registry can't afford office help, the Board might better think about how to get more volunteers involved to help with certain things. I'm not sure what could be handled out of the office so AHR people would have to advise.
