My recommendation? From a breeder who has raised Haflingers since 1985, yet
hasn't bred for two years in order to not contribute to the overpopulation
of unwanted/unneeded horses?

Purchase the horse that meets your needs. There may be some diamonds in the
rescue lots but finding them takes incredible resources and you really have
no history on them whatsoever. Purchase from reputable breeders/owners and
buy a horse where the history, training and pedigree is known.

My (gold and silver classified) mares are getting older while I wrestle with
my conscience about whether I can afford to breed them this year after two
years off. The longer mares in their teens are left open, the harder it is
to settle them. Can I commit to twenty plus years of horse ownership for
the resulting foals? The problem with good breeders stopping breeding
because of so many horses needing rescue is that the average quality of
Haflingers will go down, dramatically.
