Even if she doesn't get bigger, I bet you will be fine on her. My Toby is between 13.3 and 14 hands and I'm 5'9 and weigh a bit more than you do and he handles me just fine. Usually with more energy left after a ride than any of the other horses. He even handles my 6'4 husband fine - though they do look a touch comical together since my husbands legs are so long. LOL. Willie, was a solid 13.2 hands last time I measured and even though I don't have him under saddle yet, I have no concerns about being able to ride him.
The mare may or may not grow taller, some will and some won't. However, I bet she will continue filling out until she is 7 or so years old.
