possible for owners of registered Haflingers whose papers have not been
properly transferred (no transfer signature done, original owners can't be
found, papers lost) to keep their horses registered.
The problem with doing something like your goat registry is that there are
50% grade Haflingers that may "meet" the breed standard (which is very
broad) but they are emphatically not purebred Haflingers. We do not want to
encourage the diluting of the Haflinger gene pool, even if this was a
"non-breeding" paper.
The sad fact is many purebred Haflingers are never being registered at all
as their breeders/owners considered the process too expensive or a hassle.
It means there is no way to officially track that individual horse through
it's ownership history, nor to prove its pedigree. I hope there will be a
resurgence of "serious" breeders who are willing to make that investment on
behalf of their foals, now that it is no longer possible to "make a quick
buck" breeding lots of horses.
