In North America, nothing happens at all since inspection is voluntary, so a
Haflinger that does not fit in the ideal height range remains registered and
able to breed.
In countries with mandatory inspection, being underheight at age 3 would
probably mean they would be culled from the herd, and in many European
countries, that means slaughter for meat/sausage.
Being overheight at age 3 --if the Haflinger is felt to be a superb
individual, it is acceptable.
